"Vector image" is something created in terms of lines and shapes, not in pixels. Vector images are naturally infinitely scalable, but they are transformed to PNG/JPG before posting because DA does not support scalable vector graphics (SVG).

"Vectorising" is a process of taking a manga panel or an anime screencap and drawing over it in vector - as a result you get an incredibly clean picture that can be scaled as you like and, if you're any good at it, looks exactly like the original.
